Dear Industry Member:
Following extensive efforts by the ACMA and other mailing interests, the Postal Regulatory Commission (PRC) today issued a favorable ruling that prevents the US Postal Service from raising rates on market dominant mail products more than once a year between March 1, 2026 through September 30, 2030.
Following a PRC ruling that paved the way for the USPS to raise rates twice a year between 2021 and 2024, the PRC concluded today that “things did not go well. Declines in the Postal Service’s financial situation, volume, and service performance have remained significant, if not worsened.”
Following a “comprehensive and holistic review, the Commission determined that the system is not achieving the objectives taking into account the factors,” the PRC order said.
Also Closing Workshare Gap
ACMA continues to review the 245-page order and welcomes you to sift through it. Not to get lost in the shuffle and of considerable significance, the same order restricts the Postal Service from setting workshare discounts farther away from their avoided costs. Specifically, the order closes a regulatory gap to ensure that workshare discounts remain as close to avoided costs as possible.

This change aims to correct the “inefficient pricing by the Postal Service that causes it to perform processing and transport work that can be done at a lower cost by the private sector. To complement this change, the Commission adjusts the existing rule governing application for waiver to allow the Postal Service to seek waiver of the new workshare discount rule under limited circumstances.”
The next USPS price change is expected to take place in July 2026.
